What is the C-470 Corridor Project?
A. The C-470 Corridor
Project involves two separate studies – an Environmental
Assessment (EA) and an Express Lanes Feasibility Study (ELFS).
These studies will occur concurrently, and solutions from
the ELFS will feed into the EA.
Q.
What are the limits of the two efforts?
A. The limits of the
EA are from South I-25 to Kipling Parkway. The limits of the
Express Lane Feasibility Study are from South I-25 to West
I-70.
Q.
What are the goals of the Environmental Assessment
(EA)?
A. The goals of the
EA are to address congestion, reduce traveler delay and increase
travel time reliability.
Q.
What is the Express Lanes Feasibility Study (ELFS)?
A. The purpose of the
ELFS is to examine the effectiveness of express lanes (including
High Occupancy Vehicle Lanes, High Occupancy Toll Lanes, and
Express Toll Lanes) to address congestion issues on C-470.
These innovative alternatives as potential solutions will
be considered and weighed among other alternatives in the
EA.
Q.
What are the goals of the Express Lanes Feasibility
Study (ELFS)?
A. The goals of the
ELFS are to: Evaluate Pricing Concepts, Determine Required
Reconstruction, Examine Financial Feasibility, Educate the
Public and Provide Information on Tolling Concepts for the
Environmental Assessment.
Q. What new
improvements will be built in the C-470 Corridor?
A. No decisions have
been made regarding what, if any, improvements will be made
to the C-470 corridor. We are in the beginning stages of a
two-year process that will analyze all highway expansion,
tolling and transit alternatives to find out which best address
the goals of the project. A decision will be made only after
considering how the environment and the corridor communities
might be affected.
Q. Haven’t
you decided to build a toll road?
A. Since no decisions
have been made, we don’t know if tolling will be used
in the C-470 Corridor. We will consider a number of funding
options as part of the study, but we have not decided which
– if any – alternatives will be recommended.
Q. How long
will the project take?
A. The project, as
an Environmental Assessment (EA), is expected to take approximately
two years to complete. It began in April 2003.
Q. Who is involved?
A. The Federal Highway
Administration (FHWA) and the Colorado Department of Transportation
(CDOT) are the lead agencies for the project. Wilson &
Company and PBS&J are the lead consultants for the project.
Q. Are local
governments and officials involved?
A. Yes. Any decisions
we make will affect the seven municipalities and three counties
that border C-470. As a result, we are working closely with
staff and elected officials on both the technical and policy
levels to ensure that we understand and address their issues.
Q. How do I
get involved and stay informed?
A. Public participation
is a key project component. The public is encouraged to express
their concerns and issues throughout the project by attending
small group meetings, calling or writing the project office
or by sending an e-mail. At project milestones, the public
will be invited to attend a series of Open Houses. This venue
offers direct access to the Project Team and greater understanding
of the project’s technical issues. Please stay informed
